The Commonwealth Neurotrauma Initiative (CNI) Advisory Board met for a regular quarterly business meeting at the Department of Rehabilitative Services, 8004 Franklin Farms Drive, Richmond, Virginia. John Ward, Chair, convened the meeting at 9:35 AM.

A public comment period was held. No public comments were offered.

Approval of June 5, 2002 Minutes

Jay McLaughlin made a motion to approve the minutes of the June 5, 2002 meeting; the motion passed unanimously.

Review of Grant Proposals

A matrix describing the thirteen (13) grant proposals, and the grant review panel’s recommendations, was provided to the Board members for discussion and review. Ms. Prince noted that the review panel scored each grant proposal based on screening criteria from the Request For Proposal (RFP). She also noted that the panel provides recommendations to the Board regarding funding of proposals, but that the Board has responsibility for making the final selection of grantees to be awarded funding.

Per the RFP, the Board exercised its option to disqualify from consideration for funding any project receiving an average panel score below 60. The Board’s decisions regarding funding took into consideration, but was not based solely on, the recommendations of the review panel. The Board also gave priority for funding to proposals that, in its opinion, responded most fully to the seven (7) funding priorities contained in the RFP. The final decisions regarding the amount and period of funding were made at the discretion of the CNI Advisory Board, per the Code of Virginia. The Advisory Board determined that the following proposals were considered the most advantageous and best suited for funding:

  • Brain Injury Services of Southwest Virginia, Roanoke, VA – One year provisional funding upon successful completion of timelines, objectives and milestones
  • FREE-Foundation for Rehabilitation Equipment & Endowment, Roanoke, VA
  • HIGH (Help in Good Housing) Hopes, Richmond, VA
  • National Rehabilitation and Rediscovery Foundation, Arlington, VA
  • Virginia Commonwealth University, Dept. of Physical Medicine & Rehabilitation, Richmond, VA
  • Virginia Commonwealth University, Partnership for People with Disabilities - One year provisional funding upon successful completion of timelines, objectives and milestones
  • Virginia Commonwealth University, Rehabilitation Research and Training Center, Richmond, VA

Doug Harris moved that the seven Option B grant proposals selected for funding be approved; the motion carried unanimously.

Six (6) proposals received a panel review score below 60 and were eliminated from further consideration, though the Board felt that several of the proposals, with some modifications/clarifications, could be encouraged to resubmit during the next grant cycle.

New Business

Eleanor Williams provided a current revenue report, a current financial report and a cash in and disbursements report of the CNI Trust Fund.

Doug Harris made a motion to approve an administrative operating budget for the remainder of Fiscal Year 2003 in the amount of $60,000, and for Fiscal Year 2004 in the amount of $80,000. Jay McLaughlin seconded the motion; it passed unanimously.

The Board members reviewed a copy of the matrix that outlined the requests for use of Year 1 unspent funds from four of the Option B.

Patricia Tiernan made a motion that the CNI Advisory Board approve three of the requests for use of unspent funds in Year 1 and to disapprove one request. Doug Harris seconded the motion; it passed unanimously. The following requests for use of unspent Year 1 funds were approved/disapproved as follows:

    Doug Harris informed the Board that the CNI regulations are in the process of being promulgated by the Department of Rehabilitative Services (DRS) in order to comply with the new legislation passed in the 2002 Session of the General Assembly. The regulations submitted by DRS have been approved by the Office of the Attorney General and are in the final stages of the regulatory process.

    Sandra Prince provided the Board members with a draft copy of the new Request for Proposal (RFP) for Option A: Research on the Treatment and Mechanisms of Neurotrauma that will be released on February 1, 2003. A motion was made by the Chair that the Board accept the draft Request for Proposal for Option A for release on February 1, 2003. The motion was seconded by Doug Harris; it passed unanimously.

    It was the consensus of the CNI Advisory Board that an information sharing meeting be held sometime during 2003 for all the Option A and Option B grantees that have been funded to date by the CNI Advisory Board. The Board felt that this would be very productive since many of the grants involve disability groups and organizations that could possibly benefit from the research and accomplishments of other grants being funded around the state.

    The meeting was adjourned by Dr. Ward at 12:15 a.m. The next meeting will be held on Monday, June 9, 2003, at the Department of Rehabilitative Services, 8004 Franklin Farms Drive, Richmond, Virginia.
