The Commonwealth Neurotrauma Initiative (CNI) Advisory Board met for a regular business meeting at The Mill House. John Ward, Chair, convened the meeting at 10:09 a.m.. Members and guests introduced themselves.
A public comment period was held. No public comments were offered.
Kathy Hayfield made a motion to approve the minutes of the September 18, 2000 meeting; the motion passed unanimously.
Doug Harris provided an update on the status of the regulations (“Policies and Procedures for Administering the Commonwealth Neurotrauma Initiative Trust Fund”). The regulations were published January 15, 2001 and, at the end of a 30-day final review period, will go into effect February 14, 2001. Ana Hernandez will mail notices of the Request For Proposal (RFP) and contact the appropriate publications to print the notice on February 15, 2001.
Ana Hernandez provided an overview of the final changes to the draft Request for Proposals (RFP). Kathy Hayfield made a motion to approve the changes and accept the amended RFP as final; the motion passed unanimously.
Advisory Board members recommended that the notice of request for proposals be disseminated to Virginia’s medical schools, the Virginia Register, the Virginia Business Opportunities publication, major newspapers across the state, and all parties on the DRS agency mailing list.
Ana Hernandez stated that a CNI website is under construction. Advisory Board members requested that the site include links to the Virginia Department of Health and the Virginia Department of Rehabilitative Services.
Kathy Hayfield asked if there is any way to use CNI funds (or interest collected on the fund) for direct administrative costs such as advertising the RFP in the newspapers. Doug Harris will seek guidance from the office of the Attorney General.
DRS staff will organize a press conference for Dr. Ward and Senator Emily Couric to announce the first grant cycle of the CNI.
Patti Goodall presented a question as to the nature and scope of the proposals that the Advisory Board will consider for funding. Advisory Board members agreed that proposals must meet the funding requirements as stipulated in the regulations and that funding is for programs versus individuals, and that this should be reiterated on the CNI website.
Advisory Board members determined that the panel of expert reviewers should be from out-of-state to avoid potential conflicts of interest. Dr. Ward stated that he, Dr. John Povlishock from Kentucky, and David Cifu, M.D. from the Medical College of Virginia could make recommendations for reviewers for the research proposals. Patti Goodall stated that she could make recommendations for the rehabilitation proposals. It was agreed that the Advisory Board would serve as the review panel unless there is a need for additional expertise and/or there appears to be a conflict of interest. In order to begin the review as early as possible and determine the ensuing course of action, as proposals are delivered to DRS they will be forwarded to the Advisory Board members.
The next meeting is scheduled for Monday, June 11, 2001 at 10:00 a.m.
Dr. Ward made a motion to adjourn; the motion passed unanimously and the meeting was adjourned at 11:02 a.m.
